Compliance/GIS/Inspections Coordinator

General Definition and Working Conditions:

Under the direction of the Business Development/Compliance Manager this position participates in the planning, design, permitting and construction of water and wastewater facilities and systems; performs inspections of utility construction; and provides technical and compliance support for water and wastewater operations.

 

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

 

  • Inspects new and existing water and wastewater facilities, structures, collection systems, treatment processes, distribution lines, service lines and sewer mains to ensure compliance with design, regulations, plans, specifications etc.
  • Schedules onsite inspections
  • Reviews plans, maps, specifications, reports, laboratory testing results, contracts and other documents; notes changes required and discrepancies; reports as needed.
  • Confers with and provides information to developers, design professionals, utility contractors and wherever possible resolves conflicts, complaints and problems.
  • Participates in meetings, answers inquiries and assists with gathering, filing and organizing documents and reports.
  • Maintains records of inspections performed, contributes data and information for various reports, prepares periodic and special reports as required, estimates progress on projects and contracts.
  • May be required to issue stop work orders for safety related problems or nonconformance with plans, designs and specifications.
  • May perform, oversee, or evaluate field testing of construction materials and compliance sample collection.
  • Verify, Update and maintain North Carolina GIS databases and systems.
  • Attend all preconstruction meetings and facility or system startups with the Business Development Manager in person or via remote meeting platforms.
  • Verify, update and maintain Compliance dashboards and spreadsheets.
  • Contributes to the effectiveness and efficiency of ONSWCs service to its customers by offering suggestions and participating as an active member of our team.
  • Represents ONSWC with dignity and integrity in all relationships while displaying ONSWCs company culture and values.
  • Other tasks and duties related to construction, inspections and compliance as needed.

 

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

Thorough knowledge of the principles and practices of water treatment.

Thorough knowledge of the local, state and federal laws and regulations relating to water treatment.

Working knowledge of mechanical, electrical, and electronic trades as applied to water and wastewater treatment facilities and equipment maintenance and repair.

Ability to analyze information and make effective decisions.

Ability to establish and maintain effective working relationships with ONSWC officials, regulatory officials, contractors, other employees, and the general public.

Ability to communicate effectively orally and in writing.

 

PHYSICAL REQUIREMENTS:

 

 

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, grasping, talking, hearing and repetitive motions.

Must be able to perform light work exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently.

Must possess the visual acuity necessary to inspect schematic drawings, prepare and analyze figures and data, operate a variety of office equipment, inspect moving parts, and use measuring devices.

Proficient in the use of a Hach DR900, spreadsheets, computers, email, text and data entry devices

 

 

 

 

 

EDUCATION AND EXPERIENCE:

 

 

Experience using GIS and 811 polygon collection devices and databases or ability to obtain within 60 days of hire date

Experience using ProCore Construction tracking database or ability to obtain within 60 days of hire date

Knowledge and Understanding of ONSWC water and wastewater specifications within 6 months of hire date

OSHA certification within 6 months of hire date

Minimum class C Well certification or the ability to obtain within 18 months of hire date

Minimum class C Distribution certification or the ability to obtain within 24 months of hire date

Valid North Carolina driver license

Ability to pass a mandatory pre-employment drug screen

Ability to pass a Mandatory background check

The beginning salary for this position is $21.00 per hour.

This position is eligible for performance increases based upon completion of performance goals.

This position is non-exempt and eligible for overtime. Overtime must receive prior approval.
